NOTES:

It is important to determine if the passage is on grade level or below. If I am assessing a 6th grader and want to see how he/she is reading on a sixth grade level I use a passage on that level. If the student is reading below grade level do I give him/her the sixth grade passage?  One must remember PURPOSE. Is my purpose to compare him with other sixth graders when I already know he is reading below grade level or is it to see if he/she is making progress? This is where I have them read on their instructional level. To build my fluency rate I must practice where I am or slightly higher.
